All of my carpet restretching is done with a power stretcher. This gets the job done right! People ask why their carpet get loose. Many think it's the kids or the dog running around the house! Some people blame the moving of furniture. In my experience, ripples can show up as soon as three years after the original carpet installation. The cause can be the backing on the carpet expanding and/or relaxing or the original installation was not completed using a power stretcher. After a power stretch, the carpet should not have to be restretched again!
